Neilson, Thomas Hall was born on March 4, 1844 in at Richmond, Virginia, United States. Son of Hall and Mary Archer (Mitchell) Neilson.

Private and color bearer 52d and 62d Virginia Volumes, 1861-1865. Wounded 4 times; captured twice and confined at Camp Chase, O., 1862 and 1864. Court martialed at Beverly, W. Virginia, by enemy on charge of desertion from federal army and successfully defended self.
Admitted to bar, 1867. Practiced in Philadelphia, 1867-1892, since in New York. Widely known as Democratic stump speaker in national campaigns.
