It is hardly possible to attend any management conference these days without hearing some reference to MBO, or "management by objectives." To hear some talk, MBO is primarily an attitude, a state of mind, a philosophy. To hear others, MBO is primarily a matter of filling out forms or meeting deadlines. Still others seem to imply MBO is limited to a new appraisal system, an executive development program, or a modern compensation scheme. Actually, MBO is all of these. It is a total system of management, an attempt to incorporate all the things a manager ought to be doing into an organized effort. There is no "learning a new method of managing"; no matter what your favorite or most successful management technique, there is probably room for it in MBO. The genesis of this book took a lead from national journals and reports of government agencies citing the health care industry for its structure that encourages overuse of resources and discourages price competition. Despite the fact that hospital managers wondered why charges of failed leadership were addressed to them when they themselves felt caught up in these same inefficient structures and seemed able to do little about them, where else could others look for change? Because it was the decisions of hospital managers that helped create the industry as it is, it will be the decisions of hospital managers in handling new responsibilities in the future that will create a more effective industry. This book is intended as an aid to them in accomplishing the transformation needed. Taking the principles of a results-oriented approach to management, the authors have described and illustrated a total system of management for the hospital CEO, and have stated the case for management by objectives completely in hospital terminology, using only examples from hospital work. This expanded and updated Second Edition incorporates many improvements in the authors' recommendations in regard to implementing an MBO system.
