In 1933, he graduated from high school in New London, Connecticut. Later, Sargent graduated from Rensselaer Polytechnic Institute. Sargent graduated from the United States Coast Guard Academy in 1938.
He became a naturalized citizen of the United States in 1930. Sargent died on May 29, 2010. He is buried at Arlington National Cemetery.
He was then assigned to the USCGC Tahoe.
During World World War II, Sargent first served aboard the USCGC Modoc (WPG-46). After commanding a United States Navy submarine chaser, he was assigned to the USCGC Duane (WPG-33) before becoming the first commander of the United States Ship Sandusky (Public Finance-54) and serving in the Philippines Campaign.
After the war, he was stationed at the Coast Guard Academy. During the Vietnam War, he supervised the development and construction of LORAN transmitting stations in Thailand and Vietnam.
He became Assistant Commandant of the Coast Guard in 1970.
The title was changed to Vice Commandant in 1972. He remained in the position until his retirement in 1974.
