Clap, Thoms was born on June 26, 1703 in Scituate, Massachusetts, United States. Son of Stephen and Temperance Clap.

Called to Congregational Church, Windham, Connecticut, 1726. Ordained, 1726; elected rector Yale College, 1739, under his leadership college drafted more liberal charter (granted 1745), he drew up code of laws (approved 1745), served as president Yale, 1745-1766.
