Mr. Chiang studied political science and law at the Waseda University in Japan, graduating in 1907. After returning to China he became involved in revolutionary activities and was forced to go to Japan, where he took a post-graduate course at Waseda University.
Chiang Tien-To was a Minister of Agriculture and Commerce in 1920. He resumed his seat in the Parliament in 1920. Mr. Chiang was re-appointed Vice-Minister of Agricnlture and Commerce between 1920 and 1922. He was also a Director-General of the National Currency Bureau, and concurrently vice-President of the Yangtsze River Commission from 1922 to 1924.
