Chen Shih-li graduated from law department.
After his graduation, Mr. Chen started his official career in 1896 as a member of the board of war. In 1912 he became a chief of the police department in the Ministry of Interior. The following year Chen Shih-li held the post of a legal counsellor to the President (1913). Since 1916 he resumed his office as an acting chief of the bureau of rites and ceremonies, in 1918 Mr. Chen was appointed resident director of the municipal administration.
Chen Shih-li took the position of a high advisor to the Civil Governor of Zhili (Chihli) from 1921. He worked as an executive member of the Yangtsze River Commission and chairman of the Yangtsze Technical Committee under that commission since 1922.
