Chang Tin-fan graduated from the Paoting Military Academy, Chihli (Zhili).
Mr. Chang was associated with the revolutionary movements since early youth and participated in the various campaigns of the Nationalist Revolutionary Forces in Hunan, Hupeh, Kiangsi, Chekiang and Kiangsu from 1926 till 1927.
Chang Tin-fan served as a chief of staff to Pai Tsung-hsi (a leader of the Kwangsi faction and then commander of tbe vanguard forces of the 4th Route Nationalist Army) and Mayor of Shanghai Municipality between 1927 and 1928. During that period Mr. Chang also was a member of the Military Council, Nanking. Later he became a member of the Central Executive Committee of the Kuomintang.
