Mr. Pai was a licentiate under the Manchu regime. He denounced the Manchu Government for leasing Port Arthur to Russia while still a student. After the success of 1911 Revolution, he was appointed commander of the 1st army at Pukow and Governor of Anhwei.
Then he was opposed Yuan Shih-kai's monarchical movement and joined Tang Chi-yao (then military Governor of Yunnan) in his revolt against Yuan in 1916. He fought in Hunan under Dr. Sun Yat-sen against the Northern militarists in 1918.
Wen-wei Pai was a Commander of the 3rd Nationalist Northern Expeditionary Army and fought against Sun Chuan-fang in 1926, member of the Central Political Council of the Nanking Government, chairman of the Anhwei Provincial Government in 1927, State Councillor and member of the Central Executive Committee since 1927.
