Tomita Kenji graduated from Kyoto University in 1921.
Tomita Kenji entered Home Ministry. He served as governor of Nagano Prefecture and director of Police Bureau and thereafter received appointment as chief secretary of 2nd Konoe Cabinet in 1937; remained in same post in 3rd Konoe Cabinet.
Following general resignation of the cabinet retired from government service and thereafter became Imperial nominee to House of Peers. He was purged after the war and after being depurged was elected twice to House of Representatives.
Once had reputation as being ablest of Home Ministry officials and was adviser to Konoe. He was also the President of Heiwa Oil Company.
