Tomosue Yoji graduated from Law Department of Nihon University in 1924.
Tomosue Yoji was appointed local police inspector and served as chief of Police Section of Nagasaki Prefectural Government, chief of Public Peace Section of Aichi Prefectural Government, chief of Special Service Section of Hokkaido District Government, chief of Keijika (Criminal Affairs Section) of Osaka Prefectural Government, director of Police Department of Mie and Shimane Prefectural governments and chief of Physical Education Section of Tairyokukyoku (Bureau for Development of Physical Strength) of Welfare Ministry.
He was appointed chief of Economic Department of Hyogo Prefectural Government in 1941. He was appointed governor of Ibaraki Prefectural Government in 1947. Reelected to the same post in 1951.
