Tomoya Tsuruta was born on February 19, 1902 in Kitakyushu, Fukuoka Prefecture, Japan.
After attending Toyotsu Middle School at his home town, Tomoya continued his education at Tokyo Divinity College under Uemura Masahisa, but left to become a laborer at Hokkaidō.
In Hokkaidō, Tomoya Tsuruta got interested in the labor movement, and after leaving for Nagoya he became active in the proletarian literary movement (1927). He retired as an agricultural seasonal worker and wanderer all over Japan.
