Torao Ushiroku was born on April 22nd, 1914 in Kyoto, Japan.
Torao Ushiroku graduated from Law Department of Tokyo University in 1937 and became student secretary of the Foreign Ministry.
In 1938 Torao Ushiroku was enlisted in the army and became 2nd Lieutenant in 1939. In 1941 he was promoted to 1st Leutenant rank. In 1943 he was appointed third secrertary of the Japanese Embassy in China and concurrently Consul at Shanghai (1944).
After the end of the war Torao Ushiroku was appointed to various posts in the Foreign Ministry and became chief of the second section of the Asia Bureau in 1951. In 1952 he was appointed first secretary of the Japanese Embassy in the USA and attended various international conferences of the United Nations held in New York. After returning he was appointed chief of the General Affairs Section of the Foreign Ministry in 1954.
