Toshikane Kawaji was born in 1834.
Toshikane Kawaji helped the Government during the Boshin-no-Eki (1868) and was appointed to the police department, first as a magistrate and then as chief of patrols (1872). He was sent with Ambassador Toinomi Iwakura to America to study the police system there and upon his return drew up a plan for the formation of the Metropolitan Police Board, which was to be placed under the direct control of the Home Ministry. This plan was adopted. Later during the Seinan-no-Eki (1877) fought against Takamori Saijro's army at the head of 3,000 policemen. He was sent to America again (1879) but due to illness had to return immediately and succumbed in Tokyo.
