He graduated from Otaru Higher Commercial School (later Otaru University of Commerce) ( 1924).
Career
Toshio Takahama founded Hailcai (haiku) magazine (1938). Worked to popularize Renku (long haiku poems). Succeeded his father as judge of contributers haiku poems for Hototogisu (Cuckoo) magazine.
