Totsuan Ohashi eas a strategist of the Naganuma school, he studied Confucian Literature under Issai Sato and took part in the administration of the Utsunomiya Clan (Tochigi Prefecture). He was responsible for many writings advocating Emperor worship and bolstering up Japan's coastal defense.
After the Sakurada Gate Affair in which Shoguiwte Premier Naosuke Ii was assassinated (1860), loyalists in Mito and Utsunomiya assaulted and wounded Nobumasa Ando, the new Shogunate executive, near Sakashita Gate of the Shogunate Castle (1862). Totsuan was arrested on suspicion of having participated in their assassination plot. He died of illness in prison the same year.
