He graduated from the Toa Dobun Shoin College in China in 1915.
Career
Tozo Shimizu became professor of the Toa Dobun Shoin College in China in 1919. In 1929 he became consultant official of Ministry of Foreign Affairs and was appointed translator in 1933.
In 1937 he was appointed Third Secretary to the Japanese Embassy in Nanking, China, and since then served in several sections of the ministry in Japan. He was assigned to the Deliberation Office of the ministry in 1955.
