He Tsi-hua graduated from the Tianjin Army Medical School in 1916.
In 1916 Mr. He was appointed a military surgeon officer in Southern China. During the fighting between Chi Hsieh-yuan and Lu Yunghsiang in 1924, he was with Chi's forces and was chief of the field hospitals of the military commissarists in Zhangzhou, Zhenjiang and other places. When Chen Tiao-yuan became Commander-in-Chief of Anhui, he was appointed chief of the military surgeon division. Upon the inauguration of the Northern Punitive Expedition, He Tsi-hua became surgeon-general and concurrently chief of the field hospital of the National 37th Army. Later he was promoted chief of the board of surgeons of the Military Council. Mr. He acted as a chief of the commission for the rehabilitation of the wounded since 1928.
Since 1929 He Tsi-hua was appointed principal of the Army Medical School and concurrently chief of the board of surgeons of the surgery department of the Ministry or War of the National Government.
