He was called Momozono Udaijm (Minister of the Right). When a rebellion broke out in Mutsu (northeast Japan), he was appointed commander-in-chief of the expeditionary forces to that area but did not proceed there on the pretext that he had not completed preparations. Because of his delay, the military expedition miscarried. Nonetheless, he was trusted by Emperor Kammu and often stayed at Imperial villas on hunting trips. He was appointed Minister of the Right in 790. By order of the emperor, he compiled the latter half of Shoku Nihongi (Sequel to Nihon-Shokif a history of ancient Japan).
