Ushio Tsunetaro was born on 1856 in Shimane Prefecture, Japan.
In 1887 Tsunetaro Ushio was appointed judge and served in Tokyo Local Court and Tokyo Court of Appeal. Ushio Tsunetaro distinguished himself by serving as judge in the trial of Siemens Affair. He was conferred Kyokujitsu Shouju-sho (Small Cordon of the Rising Sun). In 1919 he was appointed public procurator in Supreme Court.
