Tsutai Inoue was born in Himeji City.
After graduating from Tokyo University with a degree in medicine stayed behind as Commissioner of the university’s Poetry Bureau (1907). Late in life took to Japanese classics and wrote "New Appreciatio of Manyoshu" in 8 vols., establishing himself as a modern interpreter of ancient anthology. His waka poems belongs to Keien school (Kageki Kagawa’s style). Among his works are "On History and Geography of Ancient Times."
