Hsu Tung-fan obtained his Bachelor of Arts degree from Birmingham University, England. From 1916 to 1918, he studied international law, political science, and public finance for the doctorate at London University, England, Lausanne and Zurich Universities, Switzerland.
From 1919 to 1920 Mr. Hsu served as a chief diplomatic secretary to the Civil Governor of Shandong. In 1921 he was appointed councillor to the Chinese Delegation to the Washington Conference. From 1922 Hsu Tung-fan was a councillor of the Office for the Settlement of the Shandong Question and member of the Sino-Japanese Joint Commission for the Settlement of the Shandong question. During 1923-1924 he was a member, of the National Financial Commission, later he became a member of the Foreign Affairs Commission and director of the drafting department, Office for Sino-Russian Negotiations.
In 1925 Hsu Yung-fan acted as a Minister Plenipotentiary. In 1924-1927 he was a Commissioner for Foreign Affairs, Shandong. In 1928 Mr. Hsu was appointed vice-President of the Treaty Commission of the Ministry of Foreign Affairs of the National Government. From 1928 to 1930 he held the post of a councillor to the Ministry of Foreign Affairs. He was also known as an author of many books. Since 1934 Mr. Hsu became an administrative Commissioner of Weihai.
