He studied at the Correspondence Department of the History and Philology Faculty in M.V. Lomonosov Arkhangelsk State Pedagogical Institute (1978), in All-Russian State Distance Learning Institute of Financial and Economic (1994) and in Russian Academy of Public Administration under the President of the Russian Federation majoring in Jurisprudence (1997).
In 1963, he worked at the factory "Krasnaya Kuznitsa" (Arkhangelsk) as a turner. He served in the Armed Forces of the USSR. Then he worked as a turner in the Murmansk Shipping Company. After that, he was a master of industrial training at the Arkhangelsk Regional Civil Defense Staff and the Head of the Initial Military Training of the Arkhangelsk Professional Trade School.
Since 1974, he was the Komsomol Committee’s secretary, since 1976 – the party bureau of the Arkhangelsk industrial sewing association. Since 1979, he was the Head of the Department of the CPSU Arkhangelsk Oktyabrsky District Committee.
In 1980-83, he was the Deputy Chairman of the Executive Committee of the Oktyabrsky Regional Council of Arkhangelsk People's Deputies. Since 1985, he was the second Secretary of the Communist Party Margilan City Committee of the Uzbek SSR. Since 1986, he has been the Kuvasai City Party Committee’s First Secretary, since 1988, he has been the instructor of the Central Committee’s Department of the Communist Party of the Uzbek SSR, the Head of the State Party Department of the Fergana Regional Party Committee.
In 1990, he was the Head of the Department of the Executive Committees’ administrative and financial bodies of the Fergana Regional Council of People's Deputies. Since 1990, he has been the Oktyabrsky District Committee’s First Secretary of the Arkhangelsk CPSU. Then he was the Head of the Department of Arkhangelsk City Council of People's Deputies, the Chief of the General City Economic Department of the Archangelsk City Administration, the Head of the Main City Administration of the Arkhangelsk Social Sector, the Deputy Mayor and the Head of Arkhangelsk Administration, the Deputy Chairman of the Arkhangelsk Region Government.
Since 1996 he was the first Deputy Plenipotentiary Representative, since 1997, he has been the Plenipotentiary Representative of the Russian Government in the Chechen Republic. On 15 March 1999, he was the member of the RF Central Election Commission, and on 24 March 1999, he was elected the Vice President.
From 10 November 2002, he was Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Republic of Malta. On 6 December 2006, he was appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Kyrgyz Republic.
Valentin is married and has two daughters, a grandson, and two granddaughters.
