Valentina Antonovna studied at the Physico-Mathematical Faculty of the Arkhangelsk State Pedagogical Institute during 1954-1958, Economic Faculty of the Leningrad Institute of Water Transport (now Saint Petersburg State University of Water Communications) during 1961-1963, graduated from the Odessa College of measures and measuring devices at the Council of People's Commissars of the USSR in 1969.
Valentina Antonovna worked at various institutions associated with the organization of state control in the field of standardization, product quality and metrology, as well as with professional development of relevant employees during 1964-1991. She worked as Executive Secretary of the Commission for the Rehabilitation of Victims of Political Repression under the Voronezh city administration during 1994-2001.
Valentina Antonovna is the author of 7 books published in Voronezh, including "Mirror of the soul" (1999), "Poems for children" (2001), "Magic Horovod" (2005), "About tails" (2007), "Ksyushka-govorushka..." (2009). More than 60 songs (mostly for children) have been written for Shipulina's lyrics by Voronezh composers L. Shevardnadze, T. Shipulina and others, as well as I.Shashkin (Tomsk). Shipulina's poems and songs based on her poems are often heard on the Voronezh state radio.
