Valery Nikolaevich Bugaenko was born on the 5th of January, 1951 in Shalgino village, Sumy region, Ukrainian SSR (nowadays Ukraine).

He educated at the Kharkov Higher Military Command Engineering School, at Dzerzhinsky Military Academy specializing in space communications radio engineering complexes, graduated also from the Armed Forces General Staff Military Academy Higher Courses of the Russian Federation.
Over a period of 1968-1999 he served in the Armed Forces ranks of the USSR and the Russian Federation; served in the Strategic Missile Forces and the Military Space Forces, took up various engineering and command posts related to the communications organization and communications spacecraft management.
In 1992 he was transferred to the Russian Federation Ministry of Defense central office: deputy, 1st deputy, head of the department. Since 1997 he was the Russian Federation Security Council State Inspector, the Russian Federation Security Council Economic Security Directorate Adviser.
Since 2000 he was the Deputy Head, Head of the Department for Supervision of Communication and Informatization of the Ministry of Communications and Information of the Russian Federation. On the 18 of March 2004 appointed the head of the Federal Service for Supervision in the Sphere of Communications.
On the 12 of March 2007 Federal Communications Control Service was integrated with the Russian Commission of Culture Preservation into the Federal Supervision Service for Mass Communications, Communication and the Culture Protection. On the 20 June 2007 appointed head of the Federal Communications Agency of the Russian Federation.
He is married and has two sons.
