He graduated from Lenin Belarusian State University (1970) and Tymoshenko Military Academy of Chemical Defense (1977).
Over a period of 1970-1975, he served in the Soviet Forces Group in Germany: the platoon commander, the head of the department. Since 1977 he was a junior researcher, since 1978 - associate, since 1981 senior research fellow, since 1985 he was the Military Chemistry Department Chief.
Since 1987 he was a senior researcher at the Center for Strategic and Operational Research of the Armed Forces General Staff of the USSR. Since 1989 he was the chief specialist, since 1990 – the head of the sector of international cooperation of the State Commission of the Council of Ministers of the USSR for emergency situations.
Since 1991, deputy chief, since 1993, the head of the department - deputy head of the Main Directorate for International Cooperation of the State Committee of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (State Emergency Committee). Since 1994 he was the Director of the Ministry of Emergency Situations International Cooperation Department of the Russian Federation.
Since Nov. 2000 to December 1, 2004, he was the Deputy Minister of the Russian Federation for Civil Defense, Emergencies and Natural Disasters Consequences elimination. Since 2005 he has been the Director of the International Activities Department of Emergency Situations Ministry of the Russian Federation.
