Valery received his education at the Moscow State Institute of International Relations of the USSR Ministry of Foreign Affairs (1967).
In 1988-92 Valery was an adviser-envoy, since September 1995, he became an Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Algerian People's Democratic Republic, and since 2000 - in the Federal Republic of Yugoslavia. In July 2005, he was appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Kenya and Permanent Representative to the International Organizations in Nairobi.
Valery is married, and has two children.
