Valery Mikhailovich graduated from Moscow Aviation Institute named after S. Ordzhonikidze (1958-1963). In 1977 he graduated from Moscow Higher Art and Industrial School from the department of interior design. Valery Tarasov's thesis was recognized as the best and was recommended for further design at the Mosproject Institute by the State Commission.
In 1999, in The Research Institute of the Theory and History of Fine Arts, Tarasov defended his thesis for the degree of candidate of the history of art on the theme of Evolution of the images of leaders in Soviet monumental sculpture.
Having received his technical education, since 1967 to 1980 he worked at the aviation industry enterprise (the Nauka plant). He was a pupil of a draftsman, a technician, a senior technician, a foreman, an assistant chief of mechanic assembly shop, a design engineer. In 1974 he was appointed the head of a special art and design bureau for the development of industrial designs for aviation and space technology. He has a number of author certificates. Awarded with medals of the Exhibition of Achievements of the USSR.
In 1981, V. M Tarasov starts working as the head of the art design department of the Combine of decorative and design art of the Art Fund of the RSFSR. In the same year he became a member of the Union of Artists of the USSR.
In 1983, a creative trip to the Republic of Guinea-Bissau was carried out to design and create the Museum of the Liberation Movement of Africa. A large amount of graphic and pictorial works of V.M. Tarasov was transferred to the museum exposition, which became a special phenomenon in this country.
During his trip to Afghanistan (1986-1987) he was elected secretary of the party organization of the Soviet representation in Kabul.
After Afghanistan, V. M Tarasov devotes himself entirely to creativity. His works The Blockade Bread (1985) and The Year 1918 became decisive for him, he felt personally responsible for the fate of Russia. Sketches of these paintings are kept in the museum of political history of St. Petersburg.
In The Worrying Days (1988), The Mother's Portrait (1988), The Eternal Controversy, Self-Portrait and The Crash, there is a lot of reflection, merciless self-blame and repentance for lack of spirituality and play with satanism and the inevitability of getting out to the light.

Since 1977, V. M Tarasov participates in the All-Union exhibitions. In 1980-1986, he took part in international exhibitions in Germany, USA, Canada, Bulgaria, Poland.
In 1995, Tarasov was elected Deputy of the State Duma of the Federal Assembly of the Russian Federation. V. M Tarasov is one of the authors of the laws On Creative Workers of Literature, Art and Their Creative Unions, On Folk Art Crafts, On Patrons and Patronage.
In March 1998. V. M Tarasov became the initiator of the State Duma’s appeal to the Russian society On moral and military-patriotic education of youth and raising the level of culture of servicemen, law enforcement officers and security agencies. V. M Tarasov was elected its chairman.
In the same year, V. M Tarasov was elected a corresponding member of the Academy of Management in Education and Culture and the field of the Supervisory Board of the Federal Agency for Housing Mortgage Lending.
