Worked on bridge, highway and railroad constructions in Kazakhstan and Leningrad, Chita and Murmansk Oblasts. 1937 highway construction work in Mongolia. 1941 chief construction office mechanic, Board of High-ways, Estonia Popular Commissariat of Internal Affairs.

During World War II in Soviet Army. Since 1944 head of a deputy., Main Board of Highways, Estonia Minister of Internal Affairs, then Deputy Head, and later Head, Board of Highways. Since 1953 Estonia Minister of Motor Transp. and Highways.

1954-1961 First Deputy Chairman, Estonia Soviet of Ministers. Deputy, Estonia Supreme Soviet of 1955 convocation. Deputy, USSR Supreme Soviet of 1958 convocation.

Member, Budget Commission, Soviet of Nationalities, USSR Supreme Soviet of 1958 convocation. 1959 member, USSR Supreme Soviet delegation to Indonesia.
