During the Civil War, political officer in the Red Army. Secretary of the Central Committee of the Bolsheviks, 1921-1922, and of the Moscow Committee of the Party, 1922-1923 and 1925-1929. Deputy head of the construction of Dneproges (built by slave-labour), 1929.
Appointed chief of the construction of the Palace of Soviets (planned for the site of the demolished Christ the Saviour Cathedral, the largest church in Moscow), which was never built. Arrested, 1936, and died in the Gulag.
