From 1908 senior posts with Baltic Fleet. From 1910 with Navy General Staff. At time of 1917 February Revol chief of operations, Baltic Fleet, with rank of rear admiral.
After 1917 October Revol was one of few who retained their posts. Headed Military Consultation Section at Brest-Litovsk Peace Talks with Germany. Spring 1918 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Naval Affairs, and assistant chief, Navy General Staff.
From October 1918 commander, Russian Soviet Federative Socialist Republic Navy, and member, Russian Soviet Federative Socialist Republic Revol-Military Council. After a year’s intensive work, put Navy back into shape and reorganized it along new lines. Instrumental in organisation of Volga Flotilla.
