He graduated from the Annunciation Higher Tank Command School (1970) and at the Military and Law Faculty of the Military Institute (1977).
He was the member of the Military Tribunal of the Moscow Garrison since 1978. Since 1981 he has been a senior lecturer in the military law faculty of the Military Institute. He worked as a senior legal adviser, head of the military legislation department of the USSR Ministry of Defense since 1989.
Since 1992 he worked as the permanent representative of the Chief Command of the United Armed Forces of the CIS under the working group of the Council of Heads of State and the Council of Heads of Government – the head of the department for interstate political, legal and military cooperation.
Since 1978 he was a member of the Military Tribunal of the Moscow Garrison.
Since 1981 he worked as a senior lecturer in the military law faculty of the Military Institute.
In 1989 he occupied the post of a senior legal adviser, head of the military legislation department of the USSR Ministry of Defense.
On 15, 1999, he was appointed to the CEC of the Russian Federation by the decree of the President of the Russian Federation, on 14, 2003 he was appointed for the second time, on March 13, 2007 – for the third time.
Mr. Volkov is responsible for monitoring the observance of electoral rights and the right to participate in referendums of servicemen, as well as citizens of the Russian Federation living outside the territory of the Russian Federation or staying on long overseas business trips, etc. Volkov is the Associate Professor of Constitutional and International Law and Professor of the Academy of Military Sciences.
