In 1980 he was educated at the economic faculty of the Voronezh Agricultural Institute, in 1988 - Academy of Social Sciences under the CC CPSU (Central Committee of the Communist Party of the Soviet Union).In 1999 he defended his thesis on “Organization and methods of state financial control (as an example of the Accounting Chamber of the Russian Federation)
Between 1973 – 1975 he worked as a mechanic of Machine and Tractor Park, Lenin farm (Starooskolsky district of Belgorod region). In 1980 he was Deputy Director, since 1980 he was the Director of the state farm "Ozerki" of Starooskolsky district of Belgorod region. In 1983 he was a secretary of the Belgorod regional Committee of the All-Union Leninist Young Communist League.
Since 1983 he was the Chairman of the Executive Committee Korocha in Belgorod region. Since 1986 he was the first secretary of Chernyanskiy district committee of the CPSU(the Communist Party of the Soviet Union) (Belgorod region), since 1988 he was the Head of the Department of the Belgorod regional Committee of the CPSU. Since 1990 he was the Deputy Chairman, since 1991 he was the Chairman of the Belgorod regional Council of People's Deputies.
In 1993 he supported the Supreme Council in his fight against President B. N. Yeltsin. Between 1994 –1995 he was the Chairman of the Board of Joint Stock Social Commercial Bank “Belkombank” (Belgorod).
He was elected Deputy of the Federation Council on 12 December, 1993 ( the Belgorod district № 31), ran with the support of the Agrarian Party of Russia; between January 1994 – 1996 he was a member of the Committee on budget, financial, currency and credit regulation, the issuance of currency, a tax policy and customs regulation.
The Federation Council appointed Beshmelnitsyn as auditor of the Accounting Chamber of the Russian Federation on 4 April, 1995 (on 22 February, 2001 he was appointed for a second term, on 24 January, 2007 – for the third term). He monitors the federal budget expenditures on industry, energy and construction, roads, transport, housing and utilities sector, communication and computer science.
On 17 December, 1995 he ran for the post of the Head of the Administration of Belgorod region (with the support of the communists and agrarians), lost to Evgeniy Savchenko. In 1999, he was nominated for Governor of the Belgorod region with the support of the CPRF (Communist Party of the Russian Federation), on 30 May, 1999 he lost to Evgeniy Savchenko.
Mikhail Beshmelnitsyn was a member of the Communist Party of the Soviet Union.
He is married. Wife works in an auditing firm. He has a son and a daughter.
