After graduating from the seven-year school, Vasily Vorobyov moved to the town of Kasimov. There he enrolled in an industrial technical school as a ship mechanic and navigator, but in the middle of the second year he dropped his studies - he decided to work and help his parents. Upon returning home, he settled in the factory of the construction components, where his older brother worked, and entered the 9th grade of the evening school. Vasily Vorobyov worked in a woodworking shop, mastered the specialty of a carpenter.
After ten years in the conscription office, Vasily was offered to go to the Yaroslavl Military School, which trained logistics specialists, including military financiers. He went there in 1963. At the first sport competition Vasily received the second degree in classical wrestling, then - the second category in skis. On the third year Vasily Vorobyov undertook an internship in Ordzhonikidze. In 1966, upon graduating with honors from the school and having the right to choose the place for further service, V. Vorobyov decided to choose the Siberian Military District.
In July 1966 Vasily Vorobyov was put at the disposal of the Siberian Military District commander to Novosibirsk and appointed head of the financial allowance of the motorized infantry division office, whose headquarters were located in the center of the Novosibirsk.
Two years later, in August 1968, V.V. Vorobyov was appointed chief of the financial service of the motorized infantry regiment. While on this position, he had to put in a lot of effort to turn the financial economy into an exemplary one. For two years, V. Vorobyov had served in the regiment and performed his job flawlessly. In 1969, Vasily entered the correspondence department of the Military Faculty at the Moscow Financial Institute, and in September 1970 received a new appointment – audit inspector of the motorized infantry division financial department. In November 1971, the 25-year-old senior lieutenant V.V. Vorobyov headed the financial service of the division.
In 1974, Vasily graduated by correspondence from the Moscow Financial Institute Military Faculty and was appointed to the post of a senior mobilization officer of the Siberian Military District financial department with a “Lieutenant Colonel” rank. At the same time V.V. Vorobyov is elected secretary of the district’s financial service party organization.
In November 1978, V.V. Vorobyov received a new appointment - the senior audit inspector of the district’s financial department Inspectorate. A year later he was asked to transfer to a group of central financial department mobilization workers. So in August 1979, Vasily Vasilyevich arrived in the Far East to be appointed chief financial officer of the 15th Army, whose headquarters was located on the outskirts of Khabarovsk, on the Krasnaya river, within 12-13 kilometers of the border with China.
In December 1980, Vasily was awarded the rank of Lieutenant Colonel. In 1981, the Central Finance Administration held all-army gatherings in Moscow. In the middle of the gatherings V.V. Vorobyev suddenly discovered that he was to make a report. In the report, the chief of the army's financial service, who came from a distant border with China, summarized the experience of his work, revealed the existing problems and ways to solve them.
In June 1982, the 36-year-old Lieutenant Colonel V.V. Vorobyov was appointed chief of inspection - deputy chief of the Southern Group of Forces financial service, and sent to Budapest. After four years of service in the Southern Group of Forces in September 1986, V.V. Vorobyov was appointed head of the Ural Military District financial department and a year later chief of the Far Eastern Military District financial service. In 1990, he began working for the USSR Ministry of Defense Central Office. He became the first deputy head of the Ministry of Defense Central Finance Administration. In October 1991, he was appointed head of the Central Finance Administration.
Being appointed by the Russian Federation government as the chairman of the Transitional Fund for the maintenance and withdrawal of the Western Group of Forces, V.V. Vorobyov as the head of the Russian Federation Ministry of Defense General Directorate of Military Budget and Funding, quarterly met with the leadership of the German Ministry of Economics and Finance, not only on the issues of obtaining foreign exchange funds, but also on a number of others. Under the leadership of V.V. Vorobyov in 1991-1995 measures of reformatory nature on issues of monetary allowances and pensions were taken.
The interested parties prepared the presidential decision on the release of V.V. Vorobyov from the post of the Russian Federation Ministry of Defense General Directorate of Military Budget and Funding chief, allegedly for gross financial mismanagement, unsatisfactory implementation of the resolution of the Russian Federation government. For about 6 years Colonel-General V.V. Vorobyov was out of work. In September 2001 he was appointed chief of the Military Financial and Economic University. With the assumption of office by head of the university, V.V. Vorobyov decided to found the Russian Federation’s Armed Forces Financial and Economic Service museum.
