A chairman of the Voronezh Regional Executive Committee since 1952. In 1960 a director of the Voronezh Higher Party School at the Central Committee of the CPSU. In 1961 he was sent to work in the Central Committee of the Communist Party of Kazakhstan; a deputy Chairman of the Tselinny Krai Executive Committee; in 1961-1965, a chairman of the Tselinograd Regional Executive Committee, a member of the Central Committee of the Communist Party of the Kazakh SSR. In 1966-1968, a deputy chairman of the Lipetsk Regional Executive Committee. Deputy of the Supreme Soviet of the RSFSR from the Voronezh region (1951-1963).
