Victor Puzyrkov was born on October 4, 1918 in Dnipro (nowadays Dnipropetrovsk), Ukraine.

During the period from 1938 to 1946 (with interruptions) Victor studied at the National Academy of Visual Arts and Architecture.
Marine theme attracted Victor from an early age. He saw the sea for the first time while traveling with his father to the Crimea. It was at that time, when the Puzyrkov created his first work.
After the Great Patriotic War, in 1948, Victor accepted a teaching position at the National Academy of Visual Arts and Architecture. Nine years later, in 1957, he was appointed a professor at the same educational establishment.
Since 1947 Puzyrkov participated in republican and international art exhibitions.
