Victor Yeltsov was born in the settlement Laishevo of the Tatar SSR on the 1st of September in 1951. He grew up in a family of hereditary builders.

Victor received his education at Kazan Civil Engineering Institute (1973), the Academy of National Economy under the Council of Ministers of the USSR (1989).
Since 1973, Victor was the master of specialized installation department of "Kamgesenergostroy" (Naberezhnye Chelny), he occupied the positions of foreman, chief of the site and chief engineer. Then he was the chief engineer of the organization Avtozavodstroi, the head of the trust, the head of the organization Tractorzavodstroi, the chief engineer, and since 1989, he worked as the head of specialized installation department of Kamgesenergostroy. In 1994, the trust was reorganized into a public company, and Viktor Yeltsov became a general director (until 2003).
In 1990-93 Victor was elected People's Deputy of the Russian Federation; he was a member of the Committee of the Supreme Council of the Russian Federation on economic reform and property, the Credentials Committee and a member of the Industrial Union faction. On the 7th of December, 2003, he was elected to the State Duma of the 4th convocation on the federal list of the electoral association "Edinstvo" and "Otechestvo"; member of the "United Russia" faction.
Victor is also the first deputy chairman of the Committee on Industry, Construction and High Technologies. On the 17th of March, 2008, he was appointed deputy head of the Federal Agency for the Construction of the State Border of the Russian Federation.
Victor is married, and has two sons.
