Victor Igorevich graduated from the Radio Engineering Department of Voronezh Polytechnic Institute (now Voronezh State Technical University) in 1986 and the Department of Jurisprudence of the Voronezh Branch of the Academy of Public Administration under the President of the Russian Federation in 2000.
From 1983 to 1984, Victor Igorevich worked as a fitter at the Comintern Voronezh Plant. He was an engineer at Voronezh Design Bureau of Radio Communications (Research Institute "Vega") from 1985 to 1986. He worked as the radio operator of the Lena oil and gas exploration expedition of the Yakut Autonomous Soviet Socialist Republic from 1986 to 1987. From 1987, he worked as the engineer of the E-PRA-8 Irkutsk Design Bureau of Radiolocation. He was the head of Voronezh Design Bureau of Antenna-Feeder Devices from 1989.
