Education
Victor Mitrofanovich graduated from the Faculty of Civil Engineering of the Voronezh Civil Engineering Institute (now Voronezh State University of Architecture and Civil Engineering) in 1959.
Career
Since 1958, had been the Secretary of the Committee of the All-Union Lenin Communist Youth Union of the Voronezh Civil Engineering Institute, the 1st secretary of the Voronezh City Committee, the 1st secretary of the Voronezh Regional Committee of the All-Union Lenin Communist Youth Union.
Since 1964, Victor Mitrofanovich was head of the department of construction and urban economy of the CPSU Voronezh City Committee. Since 1970, deputy chairman of the executive committee of the Voronezh Civil Council of Workers' Deputies. Since 1994, Deputy Head of the Voronezh City Administration, Consultant, Head of the Secretariat of the Head of the City of Voronezh.
In 2004-2005 was the General Director of Industrial and Construction Corporation LLC. And since 2005, the Chairman of the City Board of the Local Self-Government’s Fund of Veterans.
