Vijay Harishchandra Mankar was born on the 19th of February 1970 in Gondia, Maharashtra, India; the son of G. Harishchandra and Paru Harishchandra Mankar.

In 1992 Vijay Mankar received the Bachelor Degree of Engineering at Nagpur University. From 1993-1995 he studied at Visvesvaraya National Institute of Technology with a Master of Technology degree in Electronics Engineering. From 2006 to 2009 Vijay Mankar studied at Jadavpur University and received a Doctor of Philosophy degree in Engineering.
Vijay Mankar began his career as a Service engineer of Sevo Systems Private Ltd. in Mumbai, where he worked from 1992 to 1993. Between 1994 and 2008 he worked as a Lecturer at Government Residensial Women's Polytechnic in Yavatmal city and from July 2008 to August 2014 in Nagpur city. Mankar held a position of the Head at Government Polytechnic in Bramhapuri city from August 2014 to August 20016.
From August 2016 to nowadays he is a Head of Electronics and Telecommunication Department at Government Polytechnic in Ahmednagar city.
Vijay Mankar supervised two Doctors of Philosophy scholars in faculty of Electronics Engineering in Nagpur University and presently guiding 5 research scholars for Doctors of Philosophy. He is a Member of Institution Electronics & Telecommunication Engineers.
Mankar is a member of an Indian Society of Technology Education.
Vijay Mankar was firstly married to Priya Vijay Mankar. On the 1st of June 1997, he married his second wife, Maya Manphrrao Lad.
