Moran received the doctor's degree from the Royal University of Malta (nowadays University of Malta) in 1958.
Moran joined the Labour Party in 1948 and served on various posts in the executive committee of the Labour Youth League. He was elected for the first time to Parliament in 1962. Vincent stayed on as a member of parliament until 1996 but resigned from the Labour Party parliamentary group in 1995 after allegations in May of that year that he was involved in arrangements for abortions to be carried out in Sicily.
Also in 1976, Vincent was appointed a minister of health. He remained responsible for health in the government of Karmenu Mifsud Bonnici until Labour Party lost the 1987 election.
Moran was elected member of the national executive of the Malta Labour Party in 1958. He was elected uninterruptedly in seven general elections between 1962 and 1992.
Moran married to Margaret Debono in 1963.
