Viorel Marginean was born on December 12, 1933 in Cenade, Romania. He is a son of Ilie Marginean and Ana (Alexe) Marginean.
Viorel studied at Fine Arts School of Cluj (present-day Art and Design University of Cluj-Napoca) until 1953. Later, he continued his studies at the Fine Arts Institute of Nicolae Grigorescu (present-day Bucharest National University of Arts), graduating in 1959.
Also, Marginean studied in the United States, France and England.
Since 1957, Viorel exhibited his works in Romania and abroad in such countries, as the United States, Germany, Austria, Bulgaria, France, Italy and Spain. His most important exhibitions were held at Dalles Hall, Romania, (1970), Palffy Palace, Austria, (1980, 1992), Brukenthal National Museum, Romania, (1996) and National Museum of Art of Romania (2004).
During the period from 1993 to 1995, Viorel held the post of a director of the National Museum of Art of Romania. Since May 5, 1995 till August 23, 1996, he served as a Minister of Culture at Nicolae Văcăroiu's cabinet.
