Virginia Kroll was born on April 28, 1948, in Buffalo, New York, United States. She is a daughter of Lester H. and Helen (Szewczyk) Kroll.

Virginia Kroll started her career as a fifth-grade teacher in 1968. She worked as a teacher for a year and held the same post from 1980 to 1981. She also worked as a recreation assistant at Hamburg memorial youth center from 1978 to 1980.
Kroll started her career as a writer in 1992 when she published her first book, Helen the Fish. She started to write books for young readers. Her subject matter ranges from domestic tales of sisters to multiracial and multicultural topics to the environment and religion. She writes from the point of view of young African Americans in Masai and I, Woodhoopoe Willie, Pink Paper Swans, and Faraway Drums, from the point of view of a blind girl in Naomi Knows It’s Springtime, a Japanese girl in A Carp for Kimiko. She also wrote books under pseudonyms, Melrose Cooper and Louisa Fox. She is also a contributor of more than sixteen hundred articles to periodicals. One of her last books was published in 2014.
