Since 1955 he has been jr., senior researcher, Institute of Economics Academy of Sciences of BSSR. Since 1961 - the head of the Department of the state planning Committee of the BSSR, Since 1967 - Director of the Research Institute of Economy and Economic and mathematical methods of planning under the state planning Committee of the BSSR. Since 1973 - the Director of the research Institute of scientific and technical information and technical and economic research of the Council of Ministers of the Republic of Belarus. Since 1994 - the senior adviser of the Institute "Белинформпрогноз" in the Administration of the President of the Republic of Belarus. Since 1998 - the Department head of the Center of world economy and international economic relations of Institute of Economics of the National Academy of Sciences of Belarus.

He has written more than 300 scientific works, including 8 monographs.
His works are devoted to the methodology of the study, modeling and forecasting of the development of regional economic systems, address the specific economic problems of the long-term and medium-term development of Belarus, building a system of information support of science, technology and production. Vitalii Medvedev has proposed a system of methods and models of the development of forecasts, schemes for productive forces and the integrated development of the national economy of Belarus, has developed a set of scientific studies of the formation and development of the economic complex of the Republic of Belarus. He has developed a model of international economic relations of the Republic of Belarus with the world community. He led the development of National programmes for the development of export, tourism in the medium term.

The “Sign of Honour” is the state award of the Union of the Soviet Socialist Republics, which was established by the resolution of Council for Exceptional Children of the Union of the Soviet Socialist Republics in November 25, 1935. On August 22, 1988, it was renamed as “Honour order”.
