Vladimir Basalyga was born on April 1, 1940, in Slutsk, Slutsk district, Minsk region, BSSR (present-day Slutsk, Minsk region, Belarus). He has a brother, whose name is Mikhail Basalyga, a painter.

Vladimir Basalyga was born on April 1, 1940, in Slutsk, Slutsk district, Minsk region, BSSR (present-day Slutsk, Minsk region, Belarus). He has a brother, whose name is Mikhail Basalyga, a painter.
In his early years, Vladimir attended art studio in Slutsk, where he studied under the guidance of Vladimir Stepanovich Sadin. In 1960, he graduated from Minsk State College of Arts named after A. K. Glebov. Some time later, Basalyga continued his education at the Belarusian State Academy of Arts, graduating in 1967.
During the period from 1966 till 1971, Vladimir held the post of a chief artist at the Art Industry Department of the BSSR Ministry of Local Industry. In 1971, Basalyga was appointed a chief artist at the Art Fund of the BSSR, a post he held till 1980.
Also, during his lifetime, Vladimir held the position of a teacher. In 1989, he was appointed a senior lecturer at the Belarusian State Academy of Arts. Basalyga held this post till 1992, when he was promoted to the position of a dean and associate professor of art department. In 1999, Vladimir resigned from this post.
The same year, in 1999, Basalyga started to work as a vice-chairman of the Belarusian Union of Artists and some time later, from 2001 till 2007, he held the position of a chairman of the union.
During his lifetime, the artist also designed books by Larysa Hienijuš and Uladzimir Karatkievich.
