1892 graduate Simbirsk high school. 1897 graduate Med Faculty, Moscow University.
After graduate intern, A. A. Kryukov’s Eye Disease Clinic. 1899-1903 intern, Moscow Eye Hospital, then intern and from 1906 assistant professor, Eye Disease Clinic, Novorossiysk L'niv, Odessa. 1908 defended doctor’s thesis.
1909-1911 associate professor, from 1911 until death professor and head, Chair and Clinic of Eye Diseases, Novorossiysk University. Founded school of ophthalmology' from which numerous clinical specialists emerged. From 1931 foundcr-director, first Soviet glaucoma center at Eye Clinic, Odessa Med Institute.
From 1936 also founder-director, Ukraine Institute of Eye Diseases, Odessa (now Filatov Experimental Research Institute of Eye Diseases and Tissue Therapy). 1941, after German invasion, evacuated to Pyatigorsk, where he w'orked as consultant and sci director, Evacuation Hospital No. 2172; then moved to Tashkent, where he resurrected the Ukraine Institute of Eye Diseases at the Main Evacuation Hospital.
September 1944 returned to Odessa and resumed former posts. From 1911 chairman, Odessa Ophthalmological Social. 1936-1956 deputy, Odessa City Soviet.
From 1939 deputy, Ukraine Supreme Soviet of 1st, 2nd and 3rd convocations. Founder-ed, Oftal'mologicheskiy zhurnal. Member, ed collegium, journal Vestnik oftal'mologii: made major contributions to plastic surgery' and ophthalmology.
Pioneered restorative and plastic surgery of the nose, lips, esophagus, urinary tract, skin, etc with his ’’progressive flap” operation and "Filatov’s circular stem" operation. 1924 devised new corneal transplant method. Devised method of transplanting corneas from corpses.
Designed numerous ophthalmological instruments. Discovered "biogenic stimulators” which elicit the organism’s vital reactions. 1933 devised "tissue therapy” which proved successful in the treatment of eye and other diseases (atrophy of the optic nerve, lupus, Oriental sores, etc).
Devised major method of treating macula corneae with secretion from the salivary gland and an operation for transferring the parotid duct to behind the lower palpebra. His method of "clastotonometry” proved to be one of the best means of early diagnosis of glaucoma. Made many new contributions to clinical research on eye diseases, indluding new methods of diagnosing and treating trachoma, glaucoma, trauma, etc.
Performed over 1,000 corneal grafts. Lion member, numerous acad and sci soc. 1955 his 80th birthday was marked by the whole Soviet medical profession.
Wrote over 430 works.
Member, Ukraine Academy of Sciences from 1939. Member, USSR Academy of Med Sciences from 1944.
