Joined the Social Democratic Party, 1897. Active participant in the 1905 and 1917 revolutions. One of the leaders of the military organization of the Petersburg Bolshevik Committee, later the Central Committee of the Bolshevik Party, 1917.
During the Civil War, Minister of Communications, Member of the Presidium, and deputy chairman of VTSIK, 1919-1920, simultaneously head of the department of the Central Committee in charge of rural affairs. Dean of the Communist University, 1921. Deputy head of the commission for the party history of the Central Committee, 1922.
Director of the Lenin Library, 1924. Wrote on the history of the revolutionary movement in Russia, and on the history of the Bolshevik Party.
