Vladimir Petrovich graduated from the natural sciences department, the Faculty of Physics and Mathematics of Moscow State University (1896).
In the years 1904-1913 worked an assistant professor at Kyiv University. Since 1913 was a professor, head of the department of ecology and entomology (1913-1921) at Voronezh Agricultural Institute. Since 1927, was a professor at Saratov State University. Since 1930 was a professor at Leningrad Agricultural Institute (now Peter the Great St. Petersburg Polytechnic University). Since 1945 was a professor at Kyiv University, since 1946 was a director of the Institute of entomology and phytopathology of the Academy of Sciences of the Ukrainian SSR.
Vladimir Petrovich was the author of many works, including books: "Beet weevil and measures to combat it" (St. Petersburg, 1913); "Post-embryonic development and imaginal diapause of Lepidoptera" (Kiev, 1910).
