1899 graduate History and Philology' Faculty, Moscow University.
While a student at Moscow University arrested by tsarist authorities and imprisoned in Butyrka Prison for revol activities. From 1899 teaching and research work in Moscow, Yekaterinoslav and back in Moscow, whither he returned to evade police search in Yekaterinoslav for his involvement in 1905 Revol. Carried out Marxist propaganda in student circles and did propaganda work for Moscow Russian Social-Democratic Workers ’Party (Bolsheviks) Committee.
After 1917 October Revol worked for educational organs of Moscow Province Soviet. 1917 helped found first workers’ university. 1918-1919 worked for Department of School Policy, People's Commissariat of Education.
1919-1920 fought in Civil War. Member, Revol Military Council, 6th Army. Head, Polit Department, Western, then Southern Fronts.
After the war head, Odessa Province Education Department. Also directed Odessa Province Military-Polit Courses. From 1922 dipl work; 1922 member, Soviet Repatriation Commission in France.
Summer 1923 chairman, Soviet Repatriation Commission in Turkey. 1924-1926 Soviet consul-general in Istanbul. 1927-1929 counsellor, Union of the Soviet Socialist Republics mission in Turkey.
1929-1932 Soviet plenipotentiary in Greece. 1932-1934 Soviet plenipotentiary in Italy. 1933 signed Soviet-Italian friendship, non-aggression and neutrality treaty.
1934 member, Soviet delegation, League of Nations Assembly. 1934-1937 Union of the Soviet Socialist Republics plenipotentiary in France. Helped negotiate and 2 May 1935 signed Franco-Soviet mutual aid treaty.
1936 signed agreement prolonging F'ranco-Soviet trade treaty. 1937-1940 Union of the Soviet Socialist Republics First Deputy People's Commissar of Foreign Affairs. 1939 took part in Moscow negotiations.
1940-1946 Russian Soviet Federative Socialist Republic People's Commissar of Education. 1943-1946 foundcr-director, Academy of Pedagogical Sciences. 1943 elected member, Union of the Soviet Socialist Republics Academy of Sciences.
1939 at 18th Party Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks). 1937 and 1946 elected deputy, Union of the Soviet Socialist Republics Supreme Soviet. Wrote numerous works on history of workers’ movement in France and Britain, history of international relations and pedag theory.
Translated various fundamental works of French historians. Chief ed, three-volume Istoriya diplomatii (History of Diplomacy) (1941-1945).
