Vladimir Aleksandrovich was a deputy chairman (1847-1850), chairman (1850-1857) of the Hall of the Civil Court of Nizhny Novgorod. He was acquainted with V.I. Dal and the family of N.A. Dobrolyubov. Under the Vladimir Aleksandrovich governorship, Zemstvo institutions and new judicial institutions were established in the Voronezh Province (1865), the Voronezh-Kozlov railway was built (1868), monuments to Alexei Vasilievich Koltsov were opened (1868). Such private newspapers as "Don" (1868) and "Voronezhskij telegraph" were established (1869). He provided patronage to the Voronezh branch of the Russian Musical Society (1867-1871).
