In 1938, Vladimir graduated from Alekseevsky (Voronezh region) technical school of essential oil crops; and in 1941 - Voronezh Veterinary University.
Since 1945, Vladimir Filippovich worked as an assistant, associate professor, head of the department of breeding agricultural animals, rector of the Ulyanovsk Agricultural University (1953-1961). In 1961-1978, became the Head of the Main Directorate of Higher and Secondary Specialties in Agricultural Education of the USSR Ministry of Agriculture, at the same time working as the Professor of the Department of Genetics and Breeding of Farm Animals of the K.I. Scriabin’s Moscow Academy of Veterinary Medicine and Biotechnology (now Academy of Veterinary Medicine and Biotechnology).
Since 1967, Member of the UNESCO International Advisory Committee on Agricultural Education. Research interests included genetics and cattle breeding.
He is the author of about 250 works, including the books "Half a Century in the Higher Agricultural School of Russia" (Moscow, 2000), "Rectors and University" (Moscow, 2003).
